CAAS and Certis Cisco sign first master security services contract

The Civil Aviation Authority of Singapore (CAAS) and Certis CISCO signed a Master Security Services (MSS) contract for the provision of security services at Singapore Changi Airport, Seletar Airport, Changi Airfreight Centre and Singapore Air Traffic Control Centre. The 5-year contract - the first such master contract for security manpower - is for the period 1 April 2008 to 31 March 2013, with the option to extend for a further five years. The objective of implementing a master contract is to maintain a high level of security while improving the service standards rendered by security staff.

The contract was signed by CAAS’ Acting Director-General and Chief Executive Officer, Mr Tan Lye Teck, and Certis CISCO’s Chief Executive Officer, Mr Paul Chong. The contract signing ceremony was witnessed by CAAS’ Chairman, Mr Liew Mun Leong, and Certis CISCO’s Chairman, Mr Lim How Teck. The MSS contract, valued at over
S$360 million, was awarded to Certis CISCO after a comprehensive evaluation process, which took into consideration the service provider’s recruitment, training, deployment, supervision, planning and management processes for the delivery of high-quality security services.

Speaking at the signing ceremony, Mr Tan highlighted the benefits of the MSS contract, "This new approach of having a Master Services Security contract will help ensure a higher level of service quality and security standards. This single security services contract is expected to improve coordination and control in terms of ground operations, as well as foster a longer term partnership between CAAS and Certis CISCO."

Under the contract, security services would be rendered in areas such as access control to prevent unauthorised entry of persons and vehicles into security restricted areas, pre-board screening of passengers and screening of passengers’ checked-in baggage.
