New air passenger compensation rules threaten flights to Europe’s Regions

Proposals for new European Union rules that provide excessive benefits to a small number of air passengers threaten the survival of flights to Europe’s regions.



Europe’s regional airlines, providing short flights to Europe’s regions at an average fare of EUR150, may be required to buy tickets to America or Asia costing over EUR3000 when flights to regional airports are unable to take off due to poor weather. This obligation will force regional airlines to suspend services and to increase fares.



EU Transport Ministers agreed yesterday to increase rights of air passengers when they are affected by cancellations or delays. The agreement ignores the request of the EU Economic and Social Committee for an assessment of benefits and costs. It also ignores the call by the European Parliament for similar legislation for passengers on trains, coaches and ferries.



The European Commission has failed to evaluate the impacts of this proposal said Andrew Clarke, Director Air Transport Policy for the European Regions Airline Association (ERA). Laws that may unintentionally inflict significant damage on consumers and businesses in Europe’s regions must be subject to scrupulous examination before implementation.



ERA welcomes initiatives to improve service standards for passengers travelling on all modes of transport. ERA has supported the European Airline Passenger Service Commitment, which improves conditions for air passengers. However, consumers must be able to choose different service levels for different prices.
