Riga Airport to intensify the supervision of passenger surveying

According to the current regulatory framework, every passenger is obliged to fill in a declaration before entering Latvia, indicating his/her personal data, the countries where the person has stayed during the last 14 days, as well as committing to the epidemiological safety measures.

Following the government's decision to expand air traffic to Latvia, in order to take care of safety and health of passengers and employees, Riga Airport in cooperation with the Civil Aviation Agency (CAA) will step up its supervision of the incoming passenger surveying process.

According to the current regulatory framework, every passenger is obliged to fill in a declaration before entering Latvia, indicating his/her personal data, the countries where the person has stayed during the last 14 days, as well as committing to the epidemiological safety measures. Passengers must hand over this certificate to the crew.

In turn, airlines are obliged to collect the completed declarations and hand them over to the State Border Guard if the person has entered Latvia from a high-risk country or to the Centre for Disease Prevention and Control. The State Border Guard forwards the declarations to the State Police, which controls the fulfilment of the self-isolation requirements.

Since the list of countries to and from which carriers are allowed to fly has been significantly expanded since 3 September, it is important to carry out passenger surveying as extensively as possible; therefore, the Airport on behalf of the CAA will closely monitor how airlines perform it. The Airport will also collect and pass on to the CAA data on the number of incoming passengers and completed declarations.

If a carrier has not provided passenger surveying, it will be carried out at the Airport when passengers disembark from aircraft. As this can cause inconvenience to passengers and flight delays, the Airport encourages passengers to be understanding and responsible and to fill in the declarations before the flight. Declarations are available on the CAA website.
