South Africa: The Tourism Business Council of South Africa<.> (TBCSA<.>) identified the issue of Empowerment and Transformation as a priority for 2001. As a first step, a Charter was drafted and signed by stakeholders in the tourism industry. This Charter was a major milestone and demonstrated the organisation as well as industry`s determined support for Empowerment and Transformation, not only as a moral imperative but also as making good business sense into the future.

The drafting of the Charter highlighted the challenges facing the tourism industry:

1. The need to have a coherent view on what Empowerment and Transformation mean and how it gets translated in different companies

2. The need for a report on how industry is progressing in achieving BEE and Transformation

3. The need to develop a coherent measurement tool

To address these challenges, the Tourism Business Council has appointed Letsema Consulting to conduct a survey amongst the various sectors of the Tourism Industry in South Africa.

Confidential questionnaires have been sent out via a number of industry organisations, and will be collated by the team at Letsema early in the new year.

This assignment will provide industry with the following information:

1. The current state of work being done on BEE & Transformation

2. The challenges facing the industry when implementing BEE & Transformation.

3. The innovative ways BEE & Transformation is being achieved.

4. The measurement basis for future reporting on BEE & Transformation within the Tourism industry.

5. A basket of measures that denote a multi dimensional view of empowerment.

6. A mechanism to share information, learning and industry best practice.

Included in the final report will be progress made in the initiatives supporting the Tourism Industry including those of Tourism Hospitality and Education Training Board, Tourism Enterprise Project, the National Grading Council, IDC and others.
