In January 2020, Rossiya Airlines, Pobeda, Aeroflot, S7 Airlines, and Smartavia were the largest Russian carriers in terms of passenger numbers at Pulkovo. In total, they provided services to 844,327 passengers at St. Petersburg airport or 63,6% of the total traffic for that period. Among foreign airlines, Belavia, Lufthansa, Uzbekistan Airways, Emirates, and Finnair became the leaders at St. Petersburg airport in January 2020. On January 1, 2020, Pulkovo Airport introduced the seventh freedom traffic rights for foreign airlines to perform flights to St. Petersburg from 30 European countries. The regime allows the airline to operate flights between two foreign countries while not offering services to the carrier’s own country. The seventh freedom regime will attract new low-cost airlines to St. Petersburg and expand Pulkovo Airport’s international route network. In January 2020, Wizz Air, the European low-cost carrier, became the first airline to announce the launch of four scheduled flights from Pulkovo Airport to Bratislava, Bucharest, Sofia and Vilnius to be operated under the seventh freedom traffic rights regime, starting June and July 2020.
