As Europe`s regional airlines look forward to recovery, the European Regions Airline Association has called for less new regulation in 2004.



In the foreword to its newly-published Yearbook, the Association states In many instances, regulators should not be afraid to refrain from regulation.



ERA believes that the impact of extra costs on a marginally profitable industry is not considered by law-makers.



Modest traffic growth has returned but with far less than proportionate `bottom line` effects. Declining yields have been a persistent feature for too many years, especially when seen in the context of some of the unjustified and unevaluated additional regulatory cost burdens that have been placed on Europe`s airlines.



For example, a number of consumer protection proposals could have been handled far better by normal market mechanisms. The use of personal insurance for the minority of consumers that might require it would have been a better and fairer solution for compensation for delay and cancellation rather than causing an increase in fares for all passengers by a blanket regulation.
