Pulkovo Airport expands incentive program for airlines

The program simplifies the eligibility criteria for the existing bonuses and introduces new discounts off relevant tariffs. The bonuses apply to take-off/landing and terminal use charges, the discount rates range from 5-60%.

Northern Capital Gateway LLC, the operator of Pulkovo Airport Saint Petersburg (Russia), expands the incentive program for the airlines operating flights from Saint Petersburg. New bonuses for the carriers have been stipulated in the Route Development Regulation at Pulkovo Airport effective from November 2015.

“The upgraded and enhanced incentive program serves multiple purposes. It contributes to the network expansions and maintenance of the unique existing destinations in the route network of Pulkovo airport. It gives an impetus for new airlines to come to Saint Petersburg market and promotes the development of transfer as well as long-haul traffic at the airport. I am certain that the new opportunities offered at Pulkovo will spark the interest of both domestic and foreign carriers”, says Eveniy Ilyin, Chief Commercial Officer of Northern Capital Gateway.

The program simplifies the eligibility criteria for the existing bonuses and introduces new discounts off relevant tariffs. The bonuses apply to take-off/landing and terminal use charges, the discount rates range from 5-60%.

The changes have been made to the following points in the Regulation:

  • “New destination opening”. The requirements for the minimum frequency of new route flights operation have been lowered from 2 to 1 per week for international airlines and from 3 to 2 per week for domestic and CIS airlines.
  • “Frequency increase by the carrier to/from Pulkovo airport”. An airline can apply for the bonus in case of general increase of its presence at the airport. The presence is estimated by the aggregate of several indicators: increase of the total number of the airline’s flights to all destinations, growth of passenger traffic of the airline, maintenance or expansion of the route network from Pulkovo. Formerly, the bonus was only granted under the condition of increasing the flight frequency to a certain destination.

In addition, the discounts on charges are now granted to the airlines recovering unique routes from Pulkovo. This applies to recommencing the flights to a destination that has not been served on a regular basis for at least 90 days, but for less than 365 days. A unique destination is the one that is served by a single carrier.

Furthermore, new bonuses are stipulated for the airlines operating long-haul high-frequency flights. The route can be regular (scheduled) or charter in case of compliance with charter flight program requirements stated in the Regulation.

The new incentive program also maintains the bonus terms for:

  • new comers starting passenger flights to/from Pulkovo
  • airlines increasing transfer traffic via Pulkovo airport.
