Singapore inks aviation maintenance MOU with Hong Kong

The Civil Aviation Authority of Singapore (CAAS) and Hong Kong’s Civil Aviation Department (CAD) signed a Memorandum of Understanding (MOU) known as the “Technical Arrangement on Aviation Maintenance”, making it easier for maintenance, repair and overhaul (MRO) companies based in Singapore to maintain aircraft components on Hong Kong-registered aircraft, and vice versa.



Before they are allowed to maintain components of aircraft registered in a country, MRO organisations are required to obtain approval from the aviation authority of that country and be subjected to the authority’s regulations, audits and standards. The MOU inked today allows the civil aviation authorities of Singapore and Hong Kong to mutually recognize each other’s approvals of MRO orgnisations to maintain aircraft components. This means Singapore-based MRO organisations can maintain aircraft components for Hong Kong-registered aircraft without seeking additional approval from the Hong Kong CAD. Likewise, MRO organizations based in Hong Kong can maintain aircraft components for Singapore-registered aircraft.



CAAS Director-General Wong Woon Liong said, “The MOU is a win-win for the MRO companies in Singapore and Hong Kong as it will increase business opportunities through easier access into each other’s markets.”



There are 60 MRO organisations registered in Singapore. These organisations employ more than 11,000 workers and generated a total output of S$ 3.8 billion in 2003.
