The European Commission launched a new procedure for the recruitment of an Executive Director for the European Aviation Safety Agency (EASA). It is doing so at the request of the Agency`s Management Board to republish the post, which was first published on 27 September 2002. The new Agency will provide the Commission and the Member States with the technical and scientific advice needed to define the highest possible aviation safety levels, ensure their uniform application in Europe, and promote their dissemination throughout the world.



The main tasks of the Executive Director will be to:


  • formulate and achieve the Agency`s strategic objectives,

  • adopt all decisions to be taken by the Agency relating to safety and environmental protection,

  • manage the Agency`s budget and its staff,

  • communicate with the public on all matters within the Agency`s terms of reference,

  • prepare and implement the annual and multiannual work programmes,

  • establish contacts with representatives of interested parties (industry, users and workers in the sector)


An immediate challenge will be to ensure continuity in the processes of product certification and monitoring following the transfer of responsibilities from the Member States to the Agency.



The European Aviation Safety Agency will have the tasks of facilitating the free movement of goods, persons and services; promoting cost-efficiency in the regulatory and certification processes; assisting Member States in fulfilling their international obligations, and promoting, worldwide, the Community`s viewpoints on civil aviation safety standards. The Agency was established by a European Parliament and Council Regulation adopted on 15 July 2002 which entered into force on 27 September 2002. It should start operating on 28 September 2003 at the latest.



The Agency will be provisionally housed at the Commission`s premises in Brussels pending a decision by the European Council on its seat and that of other new agencies.
